If you will not control the tuner by I2C you can feed pin 10 with the tuning voltage

.Pin 11 is not connected. IT is advised to cut the track as shown at the picture above. 
The PLL is very stabil!

This Tuner has a 70 MHz IF-Output. It has no Demodulator.
IF-Amplifier and Demodulator are inside the ODE 514 together with the Tuner at one PCB and can be used for homebuild ATV-Rx

This tuner is not very good for weak signals. There is no PLL-, but an Quadratur-Demodulator, which has a better Signal-Noise figure. There is no OFW-Filter in the IF, but an easy 3-stages LC-Filter with open air coils. It gives a home brew amateur a lot of options!

At measurepoint BP03 you can take the   480 MHz IF-Signal 
via a capacitor.
Pin 3,4,7,8 and. 10 have to be de-coupled with a 100-500 pF capacitor..
